Conditions fostering organizationally unusable systems are presented based on empirical data. As we consider many of the discussions and activities in this area over the period 1991–1993 . . . we note a shift from electronic library to digital library as the preferred term, perhaps following the growing interest in digital networks, digital audio, Introduction and digital video relative to electronic publishing.
